Not a hard item to make for sure.

I did this for the numbers and words on the glass gauge cluster of my Renault, and for the heater controls (gold letters on black) for my mini.

The ones i have screw into the body, so what i will end up doing is putting a hole into the rubber bit and put the screw right into place.

After looking locally (US) I ended up buying a roll of it from MiniSpares in the U.K. (let me know if you need the part number) - it's description was something like 'used for bumper overriders and as mouldings for mini city flares' or some such text.  Be aware, if the flares don't fit tight against the body you may have to secure the moulding to the flares otherwise they may not stay sandwiched in place.  I have fiberglass flares and just used contact cement to secure them.  I can post a picture with the moulding installed if you'd like.  It's simple to install.

I don't know where you might get either, but otheres might if he knew which style and make of wheel flares you have and which model/variant of Mini the sill cover came from. Both items might be after-market and no longer available.

So what I am trying to find is the black piece of rubber that goes between the body and the wheel flare to protect the paint, as seen in the picture.

Also I am looking for the checkered "MINI" sticker that is on the door sill in the picture.

-Thank you
