Did the Works Minis ever run aircleaners on the Monte etc??? I seem to remember ram tubes but no fancy aircleaner setups...
I have the same setup as pictured (apart from bigger carbs) and while I haven't run it in snow, water ingress has never been a problem...

I'll take the advice you all have into consideration, however to answer your question jedduh my mini is a daily driver and it snows where I am every winter. I will try a few things and get back to everyone. The plugs are pretty new, but I'll try a few other things.

Snow / winter - do you really drive your mini enough in it to warrant a re design of your carburator setup I thought California was in a Drought? Or is it the sprinklers ? Kidding aside.
I totally agree with CUPCAKE_ DOwnpour performance proiblems - Ignition is getting "wet"
Start with a new nice set of plug wires - eliminate any possible worn wires or gaps where moisture can get in and cause premature arching.
Next - is to ensure your ignition system is top notch - New points. etc.
third can be to make a "blocker plate - In the grille" in front of the distrubutor to keep major ammounts of water away from the distrubutor.
In many cases- Drive in rain - have issues- Spraying the system inside the cap and disturbutor with good ole WD-40 ( water displacer) will keep you going - seen it done on mini meets with failing wet cars- Spray spray - run agian!.
but prevention is key. Even our own HUNTER in BC- had his ailments on his summer drive from Vancouver to Milwaulkee. for th emini meet0 same problems.. Rain - Wet - Running issues. Tape it up - seal it off- made it on its way.

The problem that I've come across is when it pours heavily. I'm near the paradise, ca. Area. Ironically it snows here in the winter. However, it seems that only in heavy downpour is has issues.

I find this hard to believe. Are you sure its the carb? In a heavy down pour its more likely the ingition will get swamped out.

What was previously shown by smurf is a Cooper S - Dual carb Lid- the proper part for dual carbs as they came stock.
Your pictures shows Twin k&n Filters for your carbs= A very common 'Upgrade"
What part of the world are you so worried about winter coming>?
Carbs sit high- and in a VERY DRY position - and really are aided by the manifold being direclty under- Water . ice and winter accumulation are tough to get in that area.
The more common problem you might find- when winter driving in extreme cold is " carb Icing" and filters will not rememdy this problem.
- Where do you live and perhaps others in that area can help with ideas or needs for your winter travels.

I've looked online for a cover for air filter/carb my and wasn't able to find one, but I know that many of you are far more informed than I am. I have the dual carbs/air filter. I can take a picture tomorrow if it will help, but the reason I need one is for the winter (winter is coming). Any help locating one would be appreciated!
It doesn't sound like originality is the problem.
So its a relatively simple matter to make your own or buy any one of the number of non standard airfilters/cases available...

Slightly different 69-71 but will fit earlier. It's notched to accomodate the relocation of the window washer bottle.

I'm not 100 percent sure but think there is more than one shape. A picture of the housing might help. It seems the lid is the part that goes missing. I need one as well but not in any hurry. Steve (CTR)
