common cause of a 'stiff' pedal is a frozen plunger on the release bearing. Need to know if the clutch arm is throwing out, and how much movement you have. You need two people to do this.
Where are you located? someone close to you can check it out for you.
Does it drive? and shift with no grinding of synchros?
and all of the other questions posted should be answered to give you a good answer. A pic of the clutch/ slave will help.

Too many variables IMHO for any suggestions to be really useful. Maybe gummed up slave or master cylinders, maybe collapsing hydrauylic line, maybe corroded mechanical pivots, maybe its suposed to be like that???
Step 1 would be to have someone familiar with Minis to try your clutch (or allow you to try theirs) to set a baseline. Depending on the spec. Minis can have what drivers of more ordiary cars might consider "heavy".
A high pedal is usually considered to be a benefit - wear produces a low pedal.. How much work has it done recently??

i just bought the car a week ago, the owner said the clutch pedal softer years ago, now its pretty stiff. plus the clutch is too high, i mean i have to release the pedal high before it engages. is there i way to adjust it?? thanks

Unless a system is known to be poorly designed (the Lucas electrical system comes to mind) then I wouldn't try to reengineer a solution. In the case of the hydraulic clutch, IMO it's a well designed system and works fine when all parts function correctly.
Things to check - Unless you've changed the fluid recently it's possible that the hydraulic fluid is dirty and may be thicker than clean fluid. It's pretty easy to gravity bleed the system (to replace the old dirty fluid with new clean fluid) without having to use any special tools. Also the inside liner of the flexible hydraulic line between the firewall and the clutch slave cylinder can collapse over time which will restrict fluid flow. Replacing it with a factory replacement or with a better quality braided line is pretty straight forward.
When I first got my non-running '73 Mini it had an extremely hard clutch pedal. It turned out that the previous owner had incorrectly adjusted the throw on the arm (the two jam nuts outside the clutch cover). Did your clutch ever feel softer or has it always been this stiff?

Not much info to go on. What type clutch do you have. Have you sprayed WD 40 on the pedal assembly under the dash? How about WD 40 on the clevis pins and the clutch plunger. I believe Metros had a cable clutch on some models. I have had minis with wet clutch linkage for 46 years. I have had to add fluid, bleed, adjust, lube and rebuild but never thought I'd want a cable. My verto is very light and a pleasure. I have had pre vertos of green, blue, orange, grey and double grey. Each step requires more leg. I don't think it's time to redesign the system. Steve (CTR)

haha!! i took viagra one time, it got stuck in my throat, the next day i had a stiff neck!! lol
no but seriously, my clutch has too much resistance when i step on it. could it be because it works with brake fluid/slave etc , is there a way to convert it to cable? has anybody tried it?
it only means that if i have a bad slave piston and it leaks fluid ill get stranded because the transmission cant be engaged? cable is better imo.

Define "stiff". Is this something that changed suddenly?
Have you driven other Minis to compare?
The pedal on my Moke takes some effort but I like it better than some of the modern clutches with no resistance at all.... Hard to get a feel for them.
