Patching is the normal mode for fixing rust rust rust

Outer sill had holes- that also led into the inner pan

Lower corner like you  show also had hole- this is where and why they sell patching panels.

Up near the glass- that normally is also an area to work in  patching. If one side is crusty expect the other side to be the same.

That's what scares me is discovering all the rust behind that panel. I picked up the car from michigan so I know its gonna have rust...I just wanna get my windows back in but don't wanna waste money on new window seals just to rip them out an replace them later....

It's not just the quarters.

I'll bet you a pint that once you've removed the fuel tank the boot floor and wheelarch are rotted, and the subframe mount is crispy.
Additionally I'd reckon that the heel board will be very sad and the sill closer/stiffener is shot.

This is not really a job for an inexperienced welder who hasn't done panel replacement and rust repair before.
I'm not saying you can't do it, just that you will make mistakes (I know I did the first couple of times I did a panel replacement) and on a quarter panel repair potentially involving two subframe mounts it could be a costly mistake.

Basically the whole side of a Mini was originally pressed as one panel.  That means the bit you're talking about, front bit of the C pillarl, top of the rear side windown, outer B pillar, top panel above door, outer rear bit of the A pillar and the door and window frame.  It joined the rest of the car at the front seam, back seam, bottom seam and roof seam.

So there're no joins/welds isolating the particular bit you want to replace (other than the rear and bottom seams that is).

Hence Dr Minis suggestion that you just cut out and replace the bad bits.

Cheers, Ian

Both sides have rust at the corners by the rear bumper..rust at the bottem in front of the rear tire and the whole top ledge right where the window sits an the window rubber seal lays...also on the left side the tire blew out an the rubber from the tire slapped the quarter panel putting a good size crease/dent in it...I am mechanically inclined have tools an small welder but don't know what edges of the panel disconnect...my thinking on this task was heat along the edges....drill out the the old welds and use grinding an prying. .???? That's what my thoughts were on it.

If you have to ask how to remove them I think the job is beyond your capabilities.  Are you sure you need the entire quarter panel replaced?  Most of the time the rust can be repaired with a repair panel that replaces the bottom 3 or 4 inches.
