I am pretty sure that Darren has an SP ACR diagnostic tool.
I have one I can loan out, but we need to make some sort of security arrangement.
Email is in my profile.

I believe you can order a reader from Halfords. But it supposedly has a problem with only reading a "snapshot" which won't do you much good for a running problem.
A long gone poster on this message bored, Darren Haines*, had come up with some sort of modification to make it work right. Last I heard, he was back in Colorado. You might want to get in touch with whatever Mini club is in Denver and see if they have any contact info.
*A very smart young man that was my "roomie" at the Mini 50th IMM. But, I've lost touch with him.

You may check with your local independent repair facility who specializes in Rovers. There's a guy in San Diego who deals with British cars and mostly Rovers and who has said he reads the ecu info on some later minis, but I'm not sure if they were mpi or spi cars that he was talking about.
