Yep. cut out and replace. But make a template first for the new bolt holes. Also, check the bottom seam of the door - it may be crusty tooand need a partial skin for the whole botom of the door

You mention 'external hinge' so I figure it's Mk1/2 style? A pic would help, so we can see how big the rusty area is.  You confident the lower door rail is all good?

i have a sliding window door that has a rust hole under the external hinge. its the lower left door hinge im going to paint the door after repair. the hole is not larger than the hinge. i though I took a picture but did not.
