To the top of the damper tube (where the damper installs into). Any more oil will just overflow out of the vent or into the carb/engine.
If in doubt, flat out. Colin Mc Rae MBE 1968-2007.

make a car lighter and it's faster everywhere. Colin Chapman.

Like any SU carb, the oil goes in the bore where the little brass damper piston comes out when you remove the black cap. Don't fill it all the way - leave about enough space for the brass damper. Any more just overflows into the chamber of the dashpot where it finds its way sown to the intake bore and gets burnt off. If you use a small oilcan with a long spout or some sort of syringe, you can open the black cap, pull it part way out. leaving the damper in the bore and fill that way, allowing the oil to dribble past the brass piston.
