New switch installed. The old one was missing the white plastic prong that holds it in position.

There is no longer a detent to hold it in the far position. Both close and far are like flash-to-pass

Cute answer. (But I'm really not that far behind)
I took the switch apart today and can't find anything that would hold it forward, so I'll order a new one.

My body is 91. The headlight dimmer switch on the column has a normal position and hold-for-high. What keeps it on high when you want it to stay on high beams?
Wow! you get a lot done for that age! (mine feels that way some days)

Your switch is broken. It should be forward for high, back for low, and momentary pull back to flash.
note that the flash is powered by the horn circuit.
