little help installing fog lights

You should be able to partly see the ones under the grille (if there) but you will need to remove the bumper and grille to fit and wire them anyway.

so i need to remove the grill and the bumper to see if holes are premade or should i be able to see with them still on?

You need to drill holes in the front panel and bumper lip. The longer bracket fits under the bumper which you need to remove to fit. Some of the 90's cars are equipped with the other locating hole already drilled in the panel (and probably the bumper lip also) they are partly hidden under the grille. Also some of the 90's cars have the wiring and plugs already installed so you can just plug and play.
