The one on my Elf runs on the outside of the inner wing, so it comes through a hole in the bulkhead somewhere up in the top part of the panel into the under-wing area. Then into a gap at the outer end and tucked up under the slam panel to the latch.

I don't think a 64 would originally have an internal hood release therefore no factory hole for a cable, so put the hole where you want it. I installed a hood release on my former 67 Cooper S where I routed it around the left side of the engine. The pull knob was just to the left of the steering column. I also put one in my 61 Traveller where I routed the cable around the right side of the motor with the release (a T-handle) just to the right of the switch panel. Both locations worked out OK.
