Just to be sure.... it doesn't have fuel injection, does it? (Fuel Injection came in somewhere around 1991.)

It could be something as simple as points/condenser or fuel richness/lean.
Check your points gap and condition....better yet, fit a Pertronix system

I am about 20 minutes away from Ellicot City. I am somewhat knowledgeable about Minis, but I'm not a professional. If you're going to use the car as a daily driver follow Cup Cake's suggestion and get a Haynes Manual and get to know your car. Don't know how long the gas has been in the car or what they put in their gas in Japan, but US gasoline seems to have a shelf life of no more than 6 months. So it may be worth looking into as thewerewolf suggested.

As far as British shops close to you, there is Treasured Motors in Reisterstown MD. They are primarily a restoration shop but one of the guys who works there owns a 1990s Mini.  //www.treasuredmotorcars.com

Any British car place should be able to help you out. Minis are quite reliable but if you plan on using it regularly you probably need to learn how to maintain it yourself. The first step is buy a Haynes repair manual.

well.. unless you drained the gas tank BEFORE you left.. me thinks it is the  gas.. as most folks do NOT use NON ethanol gas. because of the price. but this is a  MUST for all carb cars..  later bc

I just returned from a 2 yr assignment in Japan and brought my 1990 mini with me.  Is there anyone around that may help me with a tune up in Maryland?  I have replaced the plugs and wires but it seems to still run a little rough.  i would like to get a knowledgable profession to help as i plan to drive this car back and forth to baltimore from Ellicott City almost daily weather permitting.
the car actually starts up without hesitation and runs pretty good.  thanks guys.
