Mystery solved....its a panel from a Mini 95L - at least they named it Mini 95 based on the weight of the pickup/van circa 80's.

It is not perfectly shaped like a Mk3 or Mk4, but clearly slightly tapered from top down and fills in the hole completely.  It is also beveled around the edges so appears to be a factory part.  But cannot place this in the BL line.  Thoughts?
