Headlights now installed.  Got the correct adjustment screws and new backing rings.  Still need to adjust them, but that will be a final road check.  Thanks for the help everyone.

I am not familiar with the inno headlamp assemblies and whether there are any major differences except for the fact that the outer chrome ring is a lot deeper than the stock ones. Might you have the stock rings instead of the Inno ones ? The stock uk buckets always have a tab inside them to hold the bucket spring in place, maybe yours (if new) are defective.

So I think my starting point is wrong.  I re-watched the Classic Mini DIY youtube video.  The adjuster screws on his car don't have the springs on the exterior just one (visible) attached to the back of the inner ring to the plastic bowl.  The adjusters i have are from Moss Motors (147-015), but they have another kit (552-115).  But it looks like i need part MS14K (2 of them).

Edit:
Rechecked my inner plastic bowl and there isn't a obvious spot to attach that leveling spring.

Alright i got the bowls in and it all makes a lot more sense now.  New/Next problem.  Even with the adjusters at their full in position everything is still to far out from the body to the point that the outer trim piece has a 1/4" gap.

Yeah, I see that now. He's just missing half of the kit. Sorry, some of the kit. Gotta be careful using gross generalizations.

Thank all.  I am definetly missing the bowl.  I'll take a drive later down to the shop to see if i can find it (along with the nuts that hold in my air filter )  Otherwise I'll just order new everything.  I'll move on to installing the windows and door finishings today.

Honestly i don't remember.  He wasn't the most organized person.  

I did pull up the PDF i have for Inno parts and diagrams.  (attached).  based on that diagram it looks like someone converted to this kit (S5400).   That being the case I still dont get what holds the bulb in place.  
That kit is what holds the headlight in place. That's what you're missing.

# 5 on your first diagram (retaining ring) attaches to the inner headlamp bowl with the three screws and the sealed beam/headlight sandwiched between both pieces. This assembly is then held in place with the two adjusting pegs and the spring i mentioned, then the trim ring clips over the top and is held in place with a single screw at the bottom (at least on UK cars it does).

It is part number 54528191 inner headlamp bowl on this site $22.00. You need a retaining spring as well. Were these parts not on your car when you dropped it off at the body shop, just wondering if the Inno's are different.

The headlight sits in a shallow bucket which sits inside the larger plastic bucket  which attaches to the fender/wing then the headlight then the ring with 3 screws anchors to the shallow bucket and lastly the trim ring.

It doesn't feel like the headlamp itself is secured to anything.  What order does everything get installed.  Right now i am doing this:

Bucket -> Headlight -> Adjustment Ring -> Outer Ring.

The innocenti's have a much deeper trim ring than the UK ones, try and fit the trim ring to see if it fills up the space.

Finally got my car back from the body shop.  Its not all put together but the rest I will do myself to save some money.  I'm putting the headlights back in and before i go any further can someone check my work.  The car is an Innocenti Mini, so it has a sealed beam (or it does now) and there is a separate parking light below the main bulb and a turn signal on the side of the car.

The body shop installed the new plastic buckets and i have a mounting ring and outer ring.  The picture w/ the headlamp is the right side, but the gap seems HUGE between the adjustment ring and the bucket.  The second picture is the other side minus the bulb and rings.

I feel might be missing something or just have something on backwards.
