Another smile...my 1961 Countryman had a pre-November 1960 nose spliced on after a big shunt early in it's life.

So, the July 1961 VIN tag was screwed to an earlier radiator surround.

OK  arm chair experts.. . Malsal is QUITE right..  it is  quite legal in the UK.. this is called radical rebuilds   look it up on the DLVA website..  If you have eight points.. you can retain the old vin number and must have NEW  BMHT shell..( 5 points) new brakes 2 points , new brakes 2 points and ect) if you use USED shell you get a Q reg.. with another vin numbers.. sure NOT legal in the USA.. but you can combine  say a shell and frame both with different vin numbers .. but you MUST have the US title for both.. and get title bond.. and do MVR 5 here ..  later bc

that is correct, the UK system also would declare it not legal

I think your point was that being in the US the UK rules wouldn't apply, which is also true.

it is meant for registering a restored vehicle

In the case of swapping a vin plate, the required points would not be achieved (because the body, frame, engine, transmission, axles and steering assembly would all be unoriginal to that VIN).

In the case of the factory rally vehicles, they carried road plates but had never been sold to a private person, so their re-shelling fell under a slightly different set of rules. That is, they would have, if these rules had existed at that time.

A repaired rally vehicle is quite a different set of circumstances from a '90s mini with a '60s VIN tag on it.

No its not...  I'm not sure regarding the fine print involving the use of a "New component from the original manufacturer..." (which probably allows for the use of Heritage shells) but that's not what happened here.....

Changing the identity of a pre-existing vehicle has never been legal.... (edit..even if it was a regular process for, among other, a major corporation...)  Numerous commentators have identified why they did it.... "to avoid paying the tax involved with the use of a new car.... " Just as illegal back then as now ... but a lot less people were counting

As he purchased it originally in the UK it is legal to do it if you follow the system which this one probably has not and i am sure the seller told him it was.
If you decide to re shell a car in the UK with a shell from a newer, older or brand new shell you can do so and retain your current vehicle registration and vin number as long as you use a certain amount of parts from the original car. There is a points system to this and certain components are worth certain points, when you attain the amount of points you need and complete the build you can get it inspected and you are good to go.
I am sure there are a few hurdles to jump over but that is the basics of it.
A lot of the early rally Mini's were re shelled some more than once.

Walk (run) away...don't buy into someone else's problem. "It's perfectly legal"...yeah right...I think it's called "vin tampering". Check that one on the internet. Whether it's a firebird, a mini or a F150 it's not legal.

I think I know the car you're talking about.  red with a little paint fade. Not currently running but doesn't look like it'd take much.  I offered $7800 and never heard back about a year and a half ago. I ended up buying a '65 Mk1 just out of town for $7500 which is better shape and is amazing except for my cruising gremlin..  It's a really cool car but I think he wants a little too much.  But that's his business.  Although! If you do buy it i'd be interested in the 998+subframe +/ 1 exhaust.

Here's a short article I wrote that carefully explains the re-VIN game with Classic Minis, as I believe there are huge numbers of them in the US, imported over the decades.... yes it's almost impossible to be certain what you are looking at, and i try to explain the delicacy of what you can or "should" admit!   You "admitted" too much about the car already!

Back in 1989, we sold our 1966 Mini Cooper Mk 1, which helped to finance our move from California to Colorado. Sure wish we'd held onto it now! Right-hand drive, black top with a red body, original red/grey brocaid-patterned upholstery, 1098cc engine, and hydrolastic suspension. A real beauty.

Thanks to all who responded with their helpful and insightful posts, which served to reinforce my misgivings about this car's VIN issues.

I'm going to let this one go, and keep looking.
