Carfax shows it is maintained regularly. It has oil change record in about every 15K mile or so.
Exterior of the car seems good. Brakes was shaking, they resurfaced the rotors, now it is good.

I do not understand from cars too much. That's why I do not have any idea how the engine is. However I remembered I can do 0-60 test and compare it with what people report.
When I did 0-60 mile test it took 11.8 sec to reach 60 mph speed. When i check online people reports around 7 sec.
I understand a lot of thing can affect this. Rear tires do not have too much tread on them. Front tires are in good condition, have a lot of tread. Dealer does not allow me to take it to Mini dealer for pre purchase inspection. It is about 25 mile away.
Dealer only allows me to take somewhere in less 3 mile for pre-purchase inspection.
We agreed on 10,300 pre tax price.(includes all fees)

I have 2007 lexus es 350 in 112K mile. People reports 6.2-6.5 sec for 0-60 mph speed. My 10 - year old lexus reaches 60 mph in 8.5 sec in same road.

Does 11.8 sec is normal for 0-60?

Thank you
11.8 sec sounds a little long - I presume this is the Cooper model and not the Cooper S model.

What is their warranty / guarantee with the purchase?  Some of the larger used car dealers will provide 3 days or so to return the car for a full refund if not completely satisfied.  If this is available (get this in writing), I would recommend you drive straight to the MINI dealer for an inspection after you purchase the car.

Most states do not allow a used car to be sold with at least 50% tread on the tires - I would check this.

Any used car dealer should offer at least a 30-day warranty - make sure they will address any issues that are discovered from the inspection.

If they give any indication that they might not cover the issues, I would walk.

But that is just my opinion....
