No car cools off in 2-3 minutes so it really is not overheating. It's probably not the fan because if the fan were broken the car would really be overheated and take probably 30-60 minutes to cool down. Any ideas? I spoke to a Mini mechanic and he never has heard of a problem like that.

Everything Spank said.....

I presume other than the temp gauge, the car seems to run fine?  And no check engine lights?

And -

Can you hear the radiator fan come on when you turn on the AC?

Could be an issue with the coolant temperature sensor - or maybe an electrical connection issue with the temp sensor...

1) Make sure your radiator is topped off?

2) Are you sure the gauge is reading accurately? Are you saying it is overheating because the gauge reads hot or because there is other evidence of it overheating?

3) is your radiator cap holding pressure? The way to check this is to squeeze a radiator hose when the engine is warmed up and feel if it is firm/pressurized. If it is not, then you have a leak in the cooling system and it is unable to hold pressure therefore the water will heat up faster and boil more quickly.

Good luck figuring it out.
