definitely gonna need the driver's license state to match the state plate on the car to avoid the "30 day register it here or else", if ever pulled over

It all sounds good until you get stopped by cops for something and then you will hit trouble as California law says you have to register the car in California within 30days of arriving here, you could probably get away with it if you have drivers licence to match the registration........

Mini's are like buses they come along in a bunch

Ok guys, I found out that I can register the car in Vermont DMV without being a resident of that state with an Andres in California but I think I have to go there since I have to change the name, there after I can pay registrations on line and they mail you the stickers.
first option, let's see if a can get other, I'll keep you updated.

Al there are a lot of folks with two different addresses a licence from one State and a car registered somewhere else. Also could register it in Montana as a lot of others do.

Malcolm, yes he could do that but driving a car licensed out of State whilst driving under a California plate could be problematic

short answer:  there is no way that you will ever be able to register an '84 in California



Others will pipe in soon with more details.  Do a search here on that subject ("register in California") and you'll find all you need to know about it.

Thank you guys so much, I will buy the kit and also wherever I need to rebuild the hole carb. I got one mor question for you guis the car has Vermont plates when it was imported it went to Vermont and the  lady that sold it to me is a US marine she took the car to Italy with her she was stationed there when she came back she send it to California she parked it in the garage put a cover on it and forgot about it for a few years until now that she got called to go somewhere in the world and actually sold everything in her house big yard sale but nobody notice the little car in the corner but my wife ask her what she had underneath that nice car cover she show it to her but said it wasn't for sale my wife give her number and said if she wanted to sale to give her a call and she did and here we are I got a Mini Cooper on a yard sale. But now the question is, am I going to have problem to register Im California? Vermont only tiles cars 15 years old or something like that I have all the paper work for it since the day she bought it import papers and the papers from italy and the US marine registration permits and lots of papers from Japan translation letter but I don't know where to start.well I do know at the DMV but I just want to know what I'm going to get into 
thanks again and I love this car I have other cars 64 Cadillac 67 Cadillac 64 vw 74 vw but there's no comparetion I'm in love again

To fill in some info on what mur recommends, you have a Waxstat type HS carb. The Waxstat device is the round bit hanging at the bottom of the jet assembly. Its purpose is to let the engine run a bit richer during warm-up and lean out the mixture as the engine gets hotter. When it fails, it does so in the 'rich' position to protect the engine. (The concept is for reduced emissions as the driver is less likely to drive along forgetting to release the choke.) That's why you have a sooty exhaust. You also have a 'choke' - one of the two pull out knobs in the control panel. The other one is for the heater valve. The kit mur suggests eliminates the Waxstat and includes the linkage etc. for the non-wax version.

On a Minis SU carb, the choke cable does not close a butterfly valve in the carb. It moves the main jet down, increasing the amount of fuel available. When fully on, it also engages a cam to open the throttle butterfly to increase idle speed. In your picture of the bottom of your Waxstat jet, you can see the actuating link - a bent rod with a ball end, held in a clip on the side of the jet assembly. In another photo of your carb, the choke cable is the one with the bare metal spiral sheath... it should be plastic coated. The yellow cable is the throttle cable.

Thank you I order a shop manual I'll get it in the next day or two, and  yes the snap on guy loves me and my wife hates him LOL.
