I have a 1970 Oz Mini with windup windows and door pockets. To fit inertia reel belts, I just had to redrill the reel bracket hole to be closer to the reel. Belt end lug is on the same bolt, behind the reel.
Working fine.

As the van is already restored the easiest way to avoid any welding of captive nuts would be to install angle brackets maybe off the load floor which would put them close to the position of the Clubman Estates with retractable belts in the rear bins.

I'll be interested to hear/see the outcome.

My van is a 61 and did not have belts from the factory.  Not sure if I'll be fitting them when I get that far in the restoration or not.

Yes, from what you've written, apparently the position of the captive nuts in the sill are for the fixed ends of the lap belt portion and were never intended for reels. Inertia reels are typically inside the rear companion boxes, which would be well behind the door pockets. If you do manage to get them installed, be careful they are oriented as designed or the inertia locks may not function correctly in an emergency.

Might the vehicle predate inertia-reel seatbelts? Earliest seatbelts (I think Minis too ) had a manually adjustable lap belt buckle, like an aircraft seatbelt. When shoulder belts first became common, some were a separate belt with a long metal tang on the end through which the lap belt  tang fitted before being latched. That was around 1970. Maybe your van should have non-retracting type belts.

Where are you trying to mount the reel......on the companion bin?

Hi all
Wanting to put retractable seatbelts/ shoulder belt in a mini with front door pockets.
I bought a universal set that the reel hits the door pocket.
Ideas and suggestions welcome.
