Both the front and rear fenders of the Bugeye are indeed isolated from the rest of the body. Most of us think that it is one piece but not really. The fender are spot welded in place with a simply metal "T" shaped piece to isolate them. This piece can only be replaced if you seperate the fender but it is really worth it for a proper restoration!
