The latest models of the Mini, YES there are few in this country and South America, use this strange looking valve to control the water to the heater!
From 1989 upto the itroduction of the twin point injection cars Rover fitted this in line heater valve which was the first time they never bolted it as a direct outlet on the cylinder head. A strange looking black plastic valve to control the water to the heater!
