Ah! Top notch old chap!  I swear I was looking for the mini content and not for Vicky Butler-Henderson singing happy birthday....

I did a bit of digging and the episode you're looking for is from season 5 and it's episode 5. It was for the 45th anniversary and it's their search for the "ultimate" Mini. Here's a link to a *very* brief summary and here is a link to the actual episode (the Mini part starts at around 7:45).

There was an episode of fifth gear with the mini's 40th (I think, might have been some other anniversary), wherein they did a search for the best mini in Britain.  The had a show pickup on hydros, an R1 conversion, some collector's prized rally cooper, and others.  I used to have the vid saved on my other computer ,but I can't find it now, on the computer or the web.  Anyone know the one of which I speak?
