All Fixed.  BCM was the issue.  There was also a recall or two they took care of. One was replacing the Power steering pump.  MAG MINI of Dublin Ohio was awesome.  The service tech, Igor, let me watch him go over the Mini, pointing out things I needed to do or be aware of.  I couldn’t be happier unless they had told me it had been free. Well, I guess we all knew what we knew but didn’t want to say.  (If you cant say something nice)
We have determined the BCM is the culprit and we are driving to Ohio to have it changed early Saturday morning.  This is super disappointing since we bought the car from a Deputy Sherriff and in hindsight, he knew what the issue was when he sold it to an unsuspecting buyer.  The good news is, we are super excited about finally getting to drive our little S...  I will let you know who serviced it and how they treated us, when we get back this weekend.  Wish us luck...

Ive had it out. It looks pristine.  No marks, corrosion, anything obvious.  Cleaned pins with LPS electrical cleaner. Re installed.  No change. Front left and right, left side marker, and left rear, 3.6 volts, on off.  Right rear and right side marker 12 volts and works perfectly.  Car runs perfectly. Wipers, horn, AC, Head lights all work as advertised. Started checking ground points.  All good so far.

Finally some decent weather.  There is voltage to the left side turn signals, but its low.  I didn’t catch it on my digital meter.  Looks like about 3 volts, Not enough to light the lights.  
Turn signals and side marker lights are controlled by the Body Control Module which is located in the outboard footwell in the passenger side (right side).  You might check the connectors at the control module, especially if you've had any interior water leaks in this area.
