Sounds like the fan in your MINI is operating normally.  15-30 seconds is nothing to worry about.

If the coolant temperature is above a certain temperature, it is normal for the fan to stay on to bring the temps down - but this typically happens only on very warm days (or after very aggressive driving).

The fan will typically not stay on in the winter...

I just bought a used 2009 R56 S.  When I turn the car off, the fan stays on for 15-30 seconds.  I know some vehicles are made to do this.  I just wanted to make sure that this is the case before I take it back to the dealer to be fixed.
