Thanks everyone!
I'll start with the switch cluster. And yes, electrical stuff is elusive!

1. Do an internet search for R56 lights/horn issues.
2. I would just disconnect the horn & maybe just put a switch on it for when I had time for troubleshooting
3. I would locate a wiring schematic -know where the lighting circuits are & the horn circuits
4. Turn on the lights and the horn will go on - start pulling fuses 1 by 1 & see if horn stops, if it doesnt, put fuse back in.
5. If the horn stops when you pull a particular fuse - need to go thru that entire circuit - might be a stuck relay, they can wacked and unstucked sometimes.
6. Good luck n report back if you fix it so issues become known.

If it were a proper Mini at a show, I'd be checking to see which of my hilarious friends had wired the horn to the lights... also very effective with the brake pedal.

Perhaps the problem can be in the fuse box or the steering wheel switch cluster - these are places where both the headlight and horn signals pass thru.
