If the pedal slowly sinks and there is no fluid leaking out of the system, the fluid is getting by the internal seals of the master cylinder.

Yup. When you press the pedal fluid is leaking past the piston seal or seals if it is a tandem master cylinder. When you lift up, the shape of the seals allows fluid to return easily for the next stroke. Most likely tired or worn seals but the bore may be worn too.

Had the same issue and ended up rebuilding the master. Fixed the issue for me.

New issue for me....
i had the need to brake brake quick and hard yesterday. I stopped.... but near coming to a complete stop the pedal went slowly to the floor
fluid level is good, no wet cylinders or calipers
car is an 89 with master over top of the servo
Is this a master cyl issue typically?
