If your Mini is equipped a HS4 carb it does not have an internal filter.

In reference to Doug's mention of the screen inside the carb, if the car did not have any other filtration, the very tiny screen may be clogged.
The only places for an in-line filter would be in the engine bay or in the corner of the rear subframe where a rubber hose comes from the fuel tank and connects to the steel line going forward to the fuel pump.
There is also a screen inside the fuel tank on the tip of the fuel pipe coming out at the bottom. It is not really serviceable. It can be removed with the tank out of the car by pushing a small rod up the fuel line connection. The screen will come off the end of the tube and you can shake it out of the tank. If you do this, add an in-line filter below the floor in the corner of the subframe. It will protect the fuel pump as well as the carb.

I assume an '88 would have the HIF carb. That carb includes a filter screen built onto the input side of the carb float valve (inside the carb).
A previous owner may have installed other filters. You will need to follow the fuel line from the tank(s) to the carb input looking for those filters.

Does my new (to me) '88 truly not have a fuel filter or is it hidden somewhere. It has a mechanical fuel pump and is a 998. I'm about to put in (from scratch) a fuel filter but I was worried that there might be a very dirty fuel filter hidden somewhere that I should replace instead. I've been have stalling problems so I'm ruling out possibilities - bad/dirty gas, clogged fuel filter (if there's even one), and finally, bad fuel pump. Thank you for any input you may have.
