If you have air coming back through the carb and the valves are closed you have an intake issue more than likely worn guides, the start up smoke is due to exhaust valve seals or guides.
I have heard of some instances where certain 1:3 or 1:5 ratio rockers (if you have those fitted) cause excessive wear on the guides as well.
Does it smoke on the over run? If you are not sure drive it and get it up to cruising speed 50 ish then let off the gas and slow down to arund 35 ish then push the accelerator to the floor and see if it smokes. Usually better if being followed by someone or it is easy to see in headlights at night. If it smokes then you could have a piston ring issue. 
Although your compression figures look good you could have an oil control ring problem.
I would think at a minimum you need to remove the cylinder head and start there.

to be more specific, exhaust valve guide seals.  Look for viton replacements.
 This can be done without major disassembly.  Rocker cover and shaft needs to be removed. Air of clothes line needed in the cylinder to hold the valve in place  to keep it from dropping into the cylinder,  while replacing each seal.

That much smoke at start up would suggest valve guide issue.  Blowing smoke while driving would suggest rings......unless guides are so bad it's still coming in while running

Not familiar with leak down tests.....so, no clue.

New to me, used 1380 w/ aluminum head, burning lots of oil especially on start up after not driving for extended periods (one week)
Major blue smoke upon start up, and less as it goes down the road.

Compression test 195 lbs all cylinders.
Leak down test, At 75lbs of air pressure, 73lbs in cylinder, 3% loss.
I can hear air escaping from carb.

What's your diagnosis?
