Brake flushes are recommended every 2 years.  If they had to service the calipers or brake lines, they would need to flush in order to get the air out of the lines - so twice in 25K is not unreasonable.

As for the tire replacement - since it mentions 'steering/suspension checked' - I suspect unusual tire wear and they suspected tire alignment. It is possible only one tire was affected which they replaced....

When you test drive, check to make sure the car tracks straight with your hands off the wheel (for brief periods in a safe area). Check for any unusual tire wear.  If the tires are not wearing even, I would pass since it 'could' be a potentially recurring problem.

Best if you can have an independent shop familiar with MINIs perform a pre-purchase inspection.

I think a warped rotor would probably just make noise and vibration when applying brakes. This sounds to me more like brakes not releasing (hence the fluid flushes). If it has floating calipers, (???) one may be sticking. Or a caliper piston sticking. Or an obstruction in a brake line. Any indication if it was the same wheel, and if so, which one?
