The tow hooks are on e bay for as low as 9 dollars, One site claims the way not typical thread pitch is M15.8 x 3.175 Yup, sounds just like BMW.

The threads on the tow hook are typically non-standard. They are cut in a rounded trapezoidal shape instead of the standard triangle point style thread. This is done to allow easy threading by hand while maintaining necessary strength to tow a vehicle onto a flatbed.

It sounds like you are trying to replicate something like this.

A question about the tow hook that comes with the third gen minis. Mine is a 2017 Cooper S. What is the thread size? I have not been able to match the tread with any Imperial or Metric threads. Has anyone successfully found a thread size that will fit the nut welded on to the inner bumper?
