Tire rust - is this normal?

Since you say you don't know much about cars, I'll try and help you out. With just a hint of snark-i-ness, never mind me.
1. The round rubber part is the tire.
2. The round metal part is the wheel.
3. Steel rusts. Some parts of your car are made of steel.
4. Aluminum doesn't rust, it corrodes. Your wheels are made of aluminum.
5. Plastic doesn't rust. Most of your car that isn't rubber, steel or aluminum is made of plastic. If it was a classic Mini, it would be mostly made of steel (see number 6).
6. Your car attracts dirt. That's how you can tell it's a new MINI. Classic Minis attract rust (see number 5).
7. Soap and water are good at removing dirt.
8. If you see something that looks like rust or dirt or corrosion, try washing it off with soap and water. If it comes off, it was dirt. If not, it's one of the other two.
Those are just a few to get you started.

Like everyone has said, that's normal dirt and grime, not rust. The wheels are aluminum, aluminum doesn't rust. Clean them up. You need to have tires on the car that are the size that it came with from the factory. The smaller diameter tires will make the engine RPM go up, and make the engine work harder to maintain the same speed as factory size tires. You can take off from the stop lights faster with the shorter tires.

Rubber tyres don't rust !
perhaps you're talking about surface rust on the inside of your wheels you're showing. That's nothing. Rub off from the hub Wire brush it off and use some anti seize on the flat contact surfaces before mounting them.

From the pictures. yoy linked.. the inside of the wheel is just Dirty, Brake dust dirty = Inside of wheels RARELY get cleaned.. (becasue you have to take wheels off to scrub them)
Get a good tire degreaser cleaner spray + and your old toothbrush and go to town. I be they will come out looking like new.
Corrosion on the hub is normal too with Aluminum wheels on a Steel hub= A light grease coating or spray will keep that at bay.
Per your car on the BBS Spoke wheels == they will be a PAIN to keep clean= and the acutal tire rubber looks small.. That will keep the RPM's high while driving = consuming more fuel and requiring more gas pedal to keep going.. you'll find the larger stock tires will ride better. and be better for fuel consumption and effort.

Probably came from the PO"s air compressor, not a big problem, just wash em out. The age of the tires, which can be found on the side wall is more important, as are any signs of cracking.
Sorry, didn't look at the pictures, just rust from grinding up the rotors at some point, also not a big deal.
