The functionality of the gauges are controlled by the Body Control Module or the Footwell Module which is located in the passenger side kick panel.  Since you lost function while reprogramming the air bags, I suspect the software for the gauges may have been somehow corrupted....  

The only suggestion would be to have the MINI dealer reprogram the BCM or Footwell Module - I know this doesn't help since your dealer is so far away, but that would be my normal suggestion...

There is a fuse F29 for the tach in the drivers side fuse box which you might check, but I don't see a general fuse for 'gauges'....
