The first thing to do is verify that the temp gauge is accurate.

I also use the six blade Metal Tropical fan..  silicone hoses.. and  I drill hoses in the thermo ..about six small one..  take spring out. and then over flow tank from a OZ moke.  this is the set I used in my Blues wagon. and drove to MME in Magog. I think that the super 2 core sold by our host is about the best radiator.   In addition to what the other folks recommended, when was the last time the cooling system was flushed?  If I remember correctly should be about every 2 years.

Typically i like to set them up as close as possible but with no more than two spacers with the blade not protruding past the fan shroud.
Try the aluminum radiator first then if need be add a heater or secondary radiator into the mix.
Make sure the timing, valves, points (if present) and carburation is correct too.
I use a 180 deg thermostat here in Florida.

Heater cores also help with additional water capacity in the whole system. It may be only a few more ounces but every bit helps.

Another helper is to add an auxilary radiator... Plumb it in as the heater matrix would connect but let it be out front of the engine capturing additional airflow and some cooling.

Make sure your antifreeze typically mix Correct = typically mix is 50/50 - these cars serve better with 30/70   30% antifreeze - 70% water.

Water wetter product Also helps cooling temp transfer better too.

an aluminum rad is less conductive than copper one.

Not sure of the actual measurement.....but pretty darn close is about right.

Ensure that the fan is on the right way around.  It's common to have a PO or mechanic mount it bass akwards. ( smooth side of the centre towards engine )

Either way it still pushed air, but the correct way pushes much more air due to the angle/pitch/shape of the fan.
If it is backwards....it's not cooling enough.

What temp thermostat?
