well, this doesn't sound like an issue a classic mini would have so,
If this is for a "new MINI" (AKA, the BMW made minis from 2002 and up) Then it is likely a footwell module issue - as that is what controls those functions. Could need a "reflash" of the programming to restore function, possibly a replacement (either would need to be done by your local BMW/MINI dealer
