I managed to remove the old panel. It was hard to see the spot welds at the wing so I just got out the grinder and ground off the old A-panel there. Tried to drill out the spot welds first. I should have just skipped that step and ground it off. The spot welds were hard to see and really hard to drill. Luckily everything was pretty clean and not rusty behind the panel.

Maybe it is obvious, but no-one has mentioned that you remove the seam cover between the wing and A-panel to see the welds. The seam cover is a press-fit and should be removed gradually for its whole length to avoid kinking or bending it.

if its just the bottom of the A Panel =   Remove the door.  Chop  it out and patch in a new lower = Very common repair.
Pay attention to the door gaps before final welding, but Partial replacement is acceptable not having to deal with the seam welds and trim.

Thanks, that is the good news I was looking for. Wanted to do it right if possible. I have to paint the whole front clip anyway.

Yes, I just did it. There is a visible weld at the top. That can be removed with a Dremel tool. There is another weld about two down on the inside wraparound lip. Another two inches up from the bottom. On the leading edge, there are a bunch of spot welds on the slant and one more at the curve. The rest can be tackled with an angle grinder with cut off wheel. If you are lucky, the door pillar  will be rust free, but of course the A panel needs to be remove to find out.

Is it possible to change the a-panel while leaving the wing intact? It's a 1995 spi. My wing is good but a-panel has small rust at the bottom. If not, maybe I can cut the rust out of the panel and not change the whole thing. I'm pretty clueless with body work on these.
