 Mini won’t go over 10mph without choke?

You said you timed, and tuned it and it has a choke, so I'll assume it has a carburetor. I will also assume it has a HIF type SU carb.

Timing: did you set the timing with the vacuum advance disconnected (assuming it has that feature)? did you reconnect it when you were done?

Tuning a HIF carb:
1. Did you check the oil level in the carb dashpot damper - the black cap on top of the carb?
2. Which way did you turn the idle mixture screw on the carb? If you turned it counterclockwise, you made it leaner. The screw operates a lever which adjusts the height of the main jet. If you turn it counter-clockwise, it raises the jet, leaning out the mixture. Turning it clockwise makes it richer.
3. Check around the intake system for air leaks. Use a piece of small hose or plastic tubing as a stethoscope to listen around all the gasketed joints between the carb, manifold and head. You can also get a can of starter fluid (ether, etc.)  and spray small amounts around the same points. If the idle speed increases, you have and indication of where the leak(s) might be.
4. What air filter system is installed on the carb? Is a filter present and in good condition? If it is a K&N type that calls for oil, is it actually oiled?

I recently bought a 1990 mini rover. It ran great when I got it, but one day I started it and tried to drive it to work, without the choke pulled I could get over 10 mph, and With the choke I could get 15-40mph. I timed it, tuned it, and replaced the spark plugs but the darn thing still won’t run. Not it’ll idle fantastic but only goes about 15 without choke, though it’ll hit maybe 45 with the choke fully pulled. Any ideas?
