I tried "Classic Mini Cooper Transmission Swap" on Google earlier and got nothing but BINI junk.

Yes, you can swap out the entire transmission or you can simply remove the 3.1final drive from the A+ transmission to put in a 3.44 that is either A or A+. If you like how the transmission in your car currently shifts and the syncros are good, I'd say just swap in a 3.44 to your existing transmission.

Keep the engine sealed up without the need to remove the flywheel and whatnot.

Although pulling the flywheel will allow you to put in a new clutch and orange seal, but you can still do that without splitting the engine from the trans for a full trans swap.

Both options are an engine-out situation. But you CAN change the final drive without separating the engine from the transmission once it is all out of the car.

I'm working on a 1984 sedan which has a 998 A+ with the 3.1 FD. When I finish it's restoration I will be using the car primarily in the city limits of the small town in which I live, with an occasional run on the 55 mph roadways around its outskirts.  Since I don't plan any Interstate runs I would like a transmission that would be good for mostly city driving.

I have another gearbox with a 3.44 FD that came from a 1979 Clubman 1275 pre A+.  Will the 3.44 from that car swap over to the A+ motor okay, with no major changes, if I decide to switch trannies?

I've asked a similar question on TMF in hopes of getting a lot of good advice.
