Are we meant to read between the lines here and assume you really mean, "has any CA residents owned and driven a classic Mini on out of state plates so they don't have to worry about the emissions and whatnot?"
If you own property I am sure you "could" do that. What state do you hold your license in? Which is considered your main residence? I am sure it can be done but you would have to check with insurance, especially if its on classic plates.
OR, are you asking about you visiting Cali from out of state on a trip?
