Question:
I have a 2013 Mini S. standard This car understeers and the handling is not responsive. I don't want to race it, just get that responsive handling back that the 2006 minis had. Who there understands Mini suspension set ups that can suggest my options. It seems to me that if the back end was lowered a little then the CG could be moved back than the front end would steer better. Or does it just need to be stiffer with bigger sway bars front and back.
Answer:
Yes, the front heavy front wheel drives typically understeer due to the front heavy weight distribution front-to-back. Assuming we are working with a fully stock MINI, the first recommendation is to go with a larger / stiffer rear bar. This will make the car more 'balanced' without giving up much ride quality while improving turn-in response.

Since the stock rear bar is at 18mm, I usually recommend the 20mm bar NMS2007 for street applications.

In a front-wheel drive car, all of the steering and power comes from the front wheels. The usual result is that the typical front-wheel car has a tendency to understeer. If the car is going to fast, or turned too abruptly when entering a corner, the car will push ahead in a straight line, rather than turning to follow the direction of the front wheels.  Understeer is what occurs when a car steers less than (under) the amount commanded by the driver. Understeer is a good thing for the average driver turning the average corner, since the car is less likely to swerve or skid, should the driver turn the steering wheel too far or too fast. In fact, even most modern rear-wheel cars are engineered to have a little understeer.
