Yes, air filter elements should be replaced-about once a year or more often with a lot of rural miles. If your engine runs better without the filter its well past time for a new one!
This is single element, two are required for the early Cooper and S. Note that the 850 element appears similar but is thicker and does not fit the Cooper and S filter housing very well.
