The best I can find is that the car would be a Mini Cooper 1300 (not an Export) built between February 1972 and March 1973. About 10,000 were built.

The B38 would make it a non-cooper, and I confirmed from one source that the /8 would mean a 1001 Export. The same source made an educated guess as an early '74.

Only a slightly "educated" guess: 1001 Export.
