It's possible that the rod was bent when removed, stored or re assembled to the engine.  If it's bent a bit, it could pull on the carb.  You can unscrew one of the ends to release the tension on the  throttle.

The shift/kick down rod is adjustable but if you have not changed the carb or intake or switched from a 998 to a 1275 engine (maybe) and are using the same parts it should not need adjusting
As it is revving when you have it connected it would seem that it is holding the throttle open, try running the car with it disconnected.
The only other thing I can think is somehow the bracket on the gearbox may have got flipped 180 degrees but I am not sure if that is possible.

I need help for my classic mini automatic transmission, as i bought a wrecked mini (from rear end) and put the automatic engine/transmission in my mini, during the process i opened the throttle control rod from the transmission and then put it back (seems like i did something wrong there) now that the whole car is set up and i start the engine, the engine stays at very very high throttle/rpm. i checked the carb and all the connections to it but everything is fine, my doubt is that i may have not put the throttle control rod properly or it may have to be connected/hooked to something inside the gearbox? i can get under the car and take the tie rod out to get to the throttle control rod (where it is bolted to the transmission. 

Any help of what needs to be done and where it needs to be connected, if with some pictures and details i will really appreciate.
