Make sure you got all the air out of the coolant hoses, did you turn on your heater and bleed the system correctly?, my problem was I believe there was still air trapped inside the thermostat housing and once it was gone, the fan kicked on, also my hand held code reader was not reporting the temperture correctly so when it was at 220 I thought the fan would come on, mine came on at 230 according to my code reader

Maybe a defective coolant temp sensor or a bad connection to the sensor? Oem Temperature Sensor Mini Cooper Cooper S R50 R53 (minimania.com)

It is very difficult to accurately diagnose a problem remotely so my suggestion above is a simple educated guess based on the information you provided...

I have a 2006 Mini Cooper s cooling fan quite working.so I replaced it with a new one.The fan runs with the AC on but I haven’t seen it come on with out the AC I have checked all fuses and swapped the relays.Just wanting to know if I am over looking something.My power steering fan is not locked up I replaced it about a year ago.Any help would be nice.
