Very possibly not.
The A+ blocks were prone to porosity and casting flaws (possibly due to the lower grade of cast iron used) and the factory would bore & sleeve them to save scrapping a block. The factory liners can go to +.020" but if you go larger you will almost certainly find imperfections.
Offset boring is only required for really big bores, which this block probably won't do.

You "should" be able to have it bored larger. However that involves offset-boring cylinders 2 and 3 to maintain enough metal between them or they blow gaskets. One unknown is why the block was already sleeved. Someone might have tried to make it bigger but encountered a cooling passage or other weakness. I suppose the first thing to do is see if the sleeves can be taken out to the next oversize or two to clean up their problems. Or remove the sleeves to see why they were put in and whether it can go larger. You may end up re-sleeving it, and finding out what options you'd have for oversize.
Can you pin down what type of 1275 it is - Cooper S, Austin America, A-series or A+ ? The more knowledgeable in engine work will likely want to know.

I purchased a 1275 bloc overseas with a plan on rebuilding it as 1275. As it turns out it has sleeves in it in poor condition. If I remove the sleeves can it be bored to 1293, 1310, or 1380?
