Yes it is possible. There is a tiny pendulum and a ratchet. When the pendulum is tilted, the ratchet grabs. Best to take the reel out and try to shock out of engagement. When all else fails. It is possible to take the cover off and physically unstick it.

Is there any way to release the locking mechanism on a retractable seatbelt that has retracted almost all the way in.?
