Hugh, after trying several cleaning products, try using Orange Goop - waterless hand cleaner. We used a drill with a plastic bristle brush attachment to work the cleaner into the vinyl. Wipe off with paper towel. The brushes were purchased off Amazon, and Orange Goop is sold everywhere.

Somerford Mini (UK) has the frame & vinal cover for about £575, about $690.

So I recently picked up a Mini PU tilt and cover in a bunch of parts. My son has a PU but isn't interested in it. So, any idea of what it's worth? Cover is new and made of vinyl but has some stains on it.
