SteveP , I think Wal Mart still sells inner tubes.. the last I bought there was about $14 each

Tire dealer did not want to install a tube. Still wondering of any potential problems (safety or otherwise) of installing a tube.

If you're 100% confident it's at the bead, use some of that thick black rubbery bead sealant when installing the tire. I've had to do that on a couple alloy BINI rims over the years. ( 4 sets of wheels and 2 BINI family)
If it's leaking elsewhere (ie: not the bead) and you can't find it, you can always try using a general purpose tire sealant like "SLIME". One of my tractor tires was leaking, practically since new and no matter what I could not seem to find the leak as it was taking weeks to empty out all of it's precious air, so I resorted to SLIME. (yes, a tractor only goes 10km/h, LOL!)
~ 30 minutes in a Mini is more therapeutic than 3 sessions @ the shrink. ~

I have five steel Weller racing rims from 2008, I had them sand blasted and powder coated last year, I bought five brand new Falken tires and the tires fitted with new valves. One of the wheels has a slight leak, (it's so small that we can't find where it's leaking). It looses about 10 PSI over a couple of months so I've had the local tire house to install an innertube - I will use it as a spare as it's on the pickup and only does a few miles a year.

I have several cars with wire wheels.. it is Must to have inner tubes.. my guess you tires are leaking on the sides .. do you see in cracking on side wall?/. I Never run tires over five years or older.. you need to check you date code on the tires..

From what I've read, some alloy rims can get porous. Both types can corrode. Or maybe the rim edge is distorted. Your tire guy might be able to advise, though I thought he would have told you about corrosion. You might need to (or have done) refinish the wheels, at least on the inside and especially on the bead contact.
You also don't say which tires you have - they may be out of specification/tolerance for the bead diameter and profile for your rims.
