I have to ask, Did your bumpers come in a large brown paper bag with a ROVER halographic sticker?
I ran into something similar with a rear stainless bumper I bought online.

I bought some stainless steel bumpers years ago but never swapped them since my original bumpers weren't too bad. Recently I gave away my front bumper to someone that had one in worse shape, thinking that I'd just put my unused stainless bumper on. Unfortunately the new bumper doesn't seem to fit very well, I can only get 2 out of 3 bolts through the holes in the lip and it seems like it hits against the body below where the light/grille area is.
Is it common to have fitment issues with replacement bumpers? Is there a good way to bend them a little to fit w/o creasing/denting the bumper? I sure wish I would have put the new bumper on before giving my old one away!
