Got the toe plates here. The ones in the link have a digital gauge installed on them. You can buy the more basic set on their site and get the digital gauge from Harbor Freight. The plates will go down to 10" wheels ok.

Then make a set of tire pivoting plates with 12" vinyl floor tile with a gob of grease spread between two that are facing each other. You will need two tiles for each front wheel. Then you can check/adjust castor also.

So, I had a mechanic friend of mine do it using string, etc. Complete botch. The car drove itself, it seemed at higher speeds.
I set out to do it alone measuring the distance between the front tires in the front and back and trying to toe them OUT 1/16" as recommended by other threads.
According to measuring, they are close. However, the car pulls to the left a little. I am going to tackle it again tonight and see what I can do.
I am going to suspend a string around the whole car using PVC pipes as a guide. Then measure the distance from the string to the front and rear of the tires. This should tell me the toe angle. Am I missing anything?
