There's another member on here that does does his own Mini work out of his garage. 
Both of these are located in BC Canada. Not too far from the border. I'd highly recommend either. They definitely know their job and what it all entails. Not rookies by any means.

Simple recipe for Excitement:  Take 1 Classic Mini. Throw in 1590cc's of engine. Add 5 gears. A dash of 94 octane. A sprinkle of style inside and out. Toss in 1 MadMan and finally heat tires and pavement to taste. Recipe produces 1 Mini VTEC conversion and full satisfaction. Motor on!

If you like to have one built, there are some West coast Canadians that are heavily into it that could do the job for you. One of which is a member here. It would work in your favour as the currency conversion for you, goes further. And they've done this conversion enough times to know what to do. There's been other Americans coming over and dropping their Minis off up here for the same reason. 

BAT has the odd one show up. 

Not sure if you've done your homework on the conversion, but there are many factors to research that some people may have done to the car already, if you're buying a completed one,...or even if you're building one. Things like what kind of gearing do you want? Some use the stock trans as it is to save money. The gearing isn't set up properly to get the most bang from that engine. It's better to swap the gears, to stretch it out. Other options are engine size. Many configurations to decide on. Suspension is another. Whether you want stock Mini suspension (cones and what not) or coil overs. That's just covering some of the aspects. There's MANY more. There's no one-and-done kit like some think. Lots of options and parts to decide on.

I have since moved out of California.  I am still  looking to buy a completed Vtech conversion.

is it possible to buy a california registered and legal vtec conversion?   with the strict pollution laws wouldnt you have to start with a CA legal car?  still need to be smog tested?    i would think it would be nearly impossible to do this legally in that state but than i am not an expert on it.

Manual.  I am looking for something in the 100 hp range.  I have a nice early Aussie car that I am considering shipping off and having it converted.
