I have never ran the 13's but the 12's i have driven on always seem good in wet or dry and as BC said they are better than Falkens.
!3's are getting harder to find with limited supply and it is almost a case of buy whatever is offered when you need them.
Gone are the days of not that long ago when you could get a cheap set of Sumitomo 13 inch tires for around $180, they were decent but they started to show cracks after a couple of years, as the saying goes you get what you pay for.

I have them on my mini, they balanced well, and seem to be wearing fine with no troubles. I can't make comparisons though as they are the only tire I have run.

Is anyone else running the 13 inch Nankang AS-1 tires? I finally got around to replacing my well-worn Yokohama A539s with a set of the Nankangs and so far I'm impressed with the ride and handling. They are a much rounder tread compared to the A539, and I don't think I realized how harsh the Yokos really were on the road. Just wondering how they are long-term if anyone has any experience with them.
